Do I need a waste transfer note for liquid waste collections?
Yes. Every time you collect liquid waste (cesspit, septic tank, or drainage) you must issue a waste transfer note under the Environmental Protection (Duty of Care) Regulations 1991. The note must include the waste description using the correct EWC code (typically 20 03 04 for septic tank sludge), the waste carrier licence number, and the disposal site details. Defra's digital waste tracking service will require waste receiving sites to record digitally from October 2026, and waste carriers (including cesspit operators) from October 2027 — paper carbon-copy pads will eventually no longer be accepted.
When do digital waste transfer notes become mandatory in the UK?
The Defra digital waste tracking mandate rolls out in two phases for England. From October 2026, waste receiving sites must record waste movements digitally. From October 2027, waste carriers — including cesspit and tanker operators — must do the same. Paper waste transfer note pads will no longer satisfy the Duty of Care requirements after the carrier deadline. Wales, Scotland, and Northern Ireland have separate timelines. Operators should register for Defra's digital waste tracking service ahead of the October 2027 carrier deadline.
How often should a cesspit be emptied?
Most domestic cesspits need emptying every 4 to 8 weeks, depending on the tank capacity and household size. A typical 4,500-litre cesspit serving a 2-person household might last 6-8 weeks, while a larger family could need emptying every 4 weeks. Septic tanks with soakaways generally need emptying less frequently — every 6 to 12 months — because they partially treat the waste. Operators managing recurring customers typically schedule based on property-specific cycle data.
What waste carrier licence do I need to empty cesspits?
You need an upper tier waste carrier, broker, and dealer registration from the Environment Agency (or equivalent body in Scotland, Wales, or Northern Ireland). Registration costs £184 and lasts 3 years. You can check your registration status on the Environment Agency public register. Operating without a valid registration can result in unlimited fines.
What EWC code should I use for cesspit waste?
The standard European Waste Catalogue code for septic tank sludge is 20 03 04. For cesspit waste specifically, the same code applies. If you're collecting grease trap waste, use 19 08 09. Industrial liquid waste may fall under different codes in chapter 16 or 19. Your waste transfer note must include the correct EWC code for every collection — using the wrong code is a compliance violation.
How do I check if a waste carrier is licensed?
Search the Environment Agency's public register of waste carriers, brokers, and dealers. Enter the company name or registration number. The register shows the carrier's registration tier (upper or lower), expiry date, and registered address. This is freely searchable online. Homeowners should always check before hiring an operator — using an unregistered carrier means the waste producer shares liability if waste is fly-tipped.
Is there software specifically for cesspit emptying businesses in the UK?
Currently, no UK-specific software exists for cesspit and liquid waste tanker operations. Operators either use paper systems, generic field service tools that don't understand emptying cycles or tanker capacity, or nothing at all. The US has multiple purpose-built tools for septic operators, but none are localised for UK compliance (waste transfer notes, EA registration, Duty of Care regulations).
